Power Delivery, 4.1, Hours of Work

On May 17, 2012, Robert Clemens, Jackie Robertson and Paul Radakovich met with Brent Donohue and Jim Snyder regarding manpower resources in Power Delivery.  The party’s discussed the bidding of afternoon positions at the WRC, potential overstaffing in Ogden Lines and the Company’s desire to set consistent shift schedules for the majority of positions in Power Delivery.  The Company’s demand was to change the “regular work hours” to an 8:00 a.m. to 4:30 p.m. schedule.  The Company wanted to make the change in an effort to save overtime hours in the afternoon that are associated with trouble calls. They also wanted consistent work hours across their service territory. The Company wanted to implement this new schedule as early as June 4, 2012.

The Union Officials argued that this move to 8:00 a.m. would create a huge disruption in the bargaining unit employee’s life that would ultimately disrupt the efficiency of the Company.  The Union also made point s regarding outages in the morning hours as well as the afternoon.  The Union and Company discussed other options to avoid changing the start time to 8:00 a.m.

The party’s met again on June 6, 2012, to discuss the “normal work hours”.  The Company reviewed the outage data and concluded that there are outages occurring in the morning hours as well as the afternoon.  The parties discussed a 7:30 a.m. start time.  The Company disclosed that if we could not come to an agreement that they would implement an 8:00 a.m. start time as soon as possible.  The Company also disclosed that this change of start time goes toward an alignment of the business that saves money and goes toward avoiding layoffs to meet the Company’s financial goal.

Following these discussions and after a review of the information, and possible consequences discussed with the Company, The Union determined, at this time, it would be best to secure an agreement that would have the smallest impact on the employees and their families. We were able to reach an agreement with Rocky Mountain Power Management to change the start time to 7:30 a.m. in T&D Operations.  This change will go into effect on July 2, 2012.

The Union fully understands the effect this change will have on member’s summer activities and the lives of your families.  A compromise of 7:30 a.m. is better than 8:00 a.m.  We will continue to discuss these issues with the company as they arise. As you are aware we will be starting the negotiation process in the very near future. It would be very helpful to have information to present to the Company that would help support your desires for “summer hours” as you have had in the past.

During these trying times we need to remember that “united we stand and divided we fall”. We all need to work together in order to have any chance of maintaining our standard of life!
